Horumar Venture is a Somalia-focused specialist consultancy at the intersection of donor capital, government mandate, and private sector delivery. We design the diagnostics, programs, and finance mechanisms that allow these three to actually meet, in a country where most programs fail because they don't.

Somalia has no shortage of donor money or implementation capacity. What it has consistently lacked is the intermediary layer — the firms and individuals who can read both the public sector and the private sector accurately, translate between them, and design programs that work within the real constraints of the system rather than the assumed ones. Horumar exists to be that intermediary.

Our work is anchored in more than a decade of front-line experience designing and running innovation hubs, youth funds, and entrepreneurship programs across Somalia and Somaliland and in academic research that maps the country's innovation ecosystem in detail (York St John University, MBA dissertation, 2025). We are deliberately small. We work as a lean specialist firm, drawing on a network of named senior associates and partner organizations for delivery at scale.

What We Believe:

  • Innovation in fragile states is real, but it is emergent, distributed, and adaptive. Programs that ignore this fail.

  • Good design depends on good diagnostics. Most programs in Somalia are over-designed and under-diagnosed.

  • The financing mechanism shapes founder behavior. Pure grants in fragile-state contexts often select for grant-seeking behavior rather than venture-building. Co-financing, equity, and accountability mechanisms matter.

  • Gender and youth are not afterthoughts but design principles. Programs that fail women and youth fail everyone.

  • We work through design thinking, systems thinking, and human-centered design — adapted to fragile-state realities. These are not workshops we run; they are the lens through which we approach every diagnostic, design, and evaluation.

  • Locally-led does not mean less rigorous. We hold ourselves to international standards of analysis while remaining fully embedded in the Somalia context.

Why Horumar Venture?

Three things distinguish Horumar Venture from the firms typically considered for this kind of work in Somalia.

  • Most firms producing landscape studies and program designs for Somalia have not built and run hubs, designed and operated funds, or sat on selection committees in the country. Our founder has founded two hubs, designed two funds with combined committed capital well over $1 million, sat on the selection committee for a fund deploying to 520 ventures, and is currently delivering an active innovation challenge for IFAD. The diagnostics and designs we produce are written by someone who has actually had to make the programs work.

  • Horumar Venture deliberately focuses on innovation, entrepreneurship, fund mechanism design, and private sector development in Somalia and the Horn of Africa, with particular depth in youth and women programming. We do not chase scope outside this niche. Clients who hire us know exactly what they are getting and why we are qualified to deliver it.
